Just like her mentor Jennifer, Lisseth Flores likes to portray herself as a community leader and model citizen, but, Lisseth has a long history of questionable, inappropriate and problematic behavior.
Lisseth has joined Jennifer in her Anti-Cannabis Movement but they had no problem with associating with and hiring Ex-Pomona Councilwoman and cannabis operator, Gina Escobar, to run the Miss Bell Gardens Pageant.
Lisseth claims that drugs are bad for the community and for our youth but people who knew her in high school remember a different opinion on marijuana use from the former councilmember. Lisseth falsely accused a colleague and political foe of sexual harassment. She even contacted her friends in the media to smear her former colleague. An independent investigation found that there was no evidence of any harassment and Lisseth never apologized for her actions or contacted media for a retraction.
Lisseth is concerned that allowing legal dispensaries in Bell Gardens will increase, crime and violence in the community and that it sends a "bad message" to our youth but she doesn't seemed too concerned when it comes to posing with firearms at the workplace and acting out violently with others.

Lisseth Flores was elected to the Bell Gardens City Council in November 2018. In a relatively short period of time Lisseth went on a travel and spending spree charging the city credit card nearly $14,000 on travel and extravagant hotels and hundreds of dollars on meals and Uber Eats.
Responding to a California Public Records Act request for Flores’ credit card statements and travel expenses, the city provided a report that clearly shows that between January 2019 and July 2020, Flores traveled and stayed in Miami, Las Vegas, Santa Barbara, Sacramento, Indian Wells, Irvine and Carlsbad at a cost of nearly $14,000 for airfare, lavish hotels and other transportation.
Also provided by the city were copies of memos Flores submitted to the Finance Director on numerous occasions stating she had misplaced receipts making it almost impossible to justify the expenses, yet all of the credit cards charges were paid by the city each month. Some of the expenses Flores charged with no receipts provided to the city for verification include Hilton Hotel on two occasions, Autopia Store at Disneyland, Fashion Fantasia in Los Angeles, Surf Sand Splashes Laguna Beach, Avilas El Ranchito, Segafredo Bayside Restaurant Miami, Worldwide Café Miami, and various Uber trips.
Even while receiving a monthly car allowance for use of her personal vehicle, Flores received additional mileage reimbursement of more than $700 during the period of time reviewed and confirmed in documents provided by the city. Also, on January 3, 2020, documents show that Flores held two meetings at the Bicycle Casino with food and beverages costing the city $421.
A review of the monthly credit card statements show very little or no explanations to justify the charges as valid and lawful city expenses before being paid by Bell Gardens taxpayers.
Lisseth went on social media to try and do damage control claiming that she accidently made some minor charges. When people questioned her she turned off the comments. Just take a look below for a brief list of her monthly credit cards statements.
December 2018 – Total charges $2,017.19 includes Sacramento conference hotel $1,725, Jet Blue $178.18 to Sacramento, flowers $60.86 and Boys Burgers in Bell Gardens $53.15
February 2019 – Total Charges $1,449.18 includes Hilton Hotel Santa Barbara $654.62, Marriott Hotel Irvine $594.15, Uber Eats $33.26, 7-Eleven Downey $18.58 (receipt indicates beer/wine), Chevron Downey $17.42.
Note: Mayor Pro Tem Flores is paid a monthly car allowance as well as mileage for any out of town travel, yet charged gas to the city credit card.
May 2019 – Total charges $2,462.13 includes ICSC conference registration in Las Vegas $870, American Airlines $246.30, United Airlines to Las Vegas $126.33, Las Vegas Hotel $96.37, Renaissance Hotel Indian Wells $1,120.61.
June 2019 – Total charges $2,302.84 includes Miami Intercontinental 4-Star Hotel $1,160.57, American Airlines to Miami $786.60, plus food/beverage service on American Airlines and various charges for restaurants including Surf & Sand Laguna Beach, El Patio Wynwood Miami and Avilas El Ranchito.
July 2019 – Total charges $2,411.94 includes Park Hyatt Aviara Resort Carlsbad $1,726.25, ICA Conference $650, various Uber trips.
August 2019 – Total charges $50 PayPal for League of CA Cities.
October 2019 – Total charges $700.03 includes League Conference Sacramento $600, PayPal (CCCA) $65, El Polo Loco Bell Gardens $35.03.
November 2019 – Total charges $95.05 includes Autopia Store in Disneyland $29.08, Fashion Fantasia $45.99 and Uber Eats $19.98.
December 2019 – Total charges $93.71 for three Uber Eats deliveries.
January 2020 – Total charges $1,817.39 includes Alaska Airlines $106.80 (passenger Daisy Torres?), Southwest Airlines $428.96, Hyatt Regency Sacramento $439.38, ICA Conference $650, various Uber trips and Jack in the Box $9.50.
February 2020 – Total charges $1,165.04 includes Hilton Hotel Santa Barbara $957.10, Hyatt Regency Sacramento $439.38, Southwest Airlines $224.98, Aria – Adv Sales NV $202.95 (expense unknown – no explanation) and various Uber trips $191.74.
Lisseth lists herself as a "business owner" on her candidate statement for the 2022 election bid that she lost but she didn't disclose it on her 700 form.
Ballot designation form once again listing Lisseth Flores as a "business owner" while she "worked" as Vice President of her husband's insurance business.
